The Technical Standards and Quality Unit ensures that the SEAI has the technical knowledge and expertise needed to meet the Authority’s home energy upgrade targets as outlined in the Climate Action Plan and other Government policies and programmes such as the National Development Plan. The successful candidate will report to the Head of the Technical Department and will lead the team in scheme and developing and maintaining standards, codes of practice and technical guidance for SEAI programmes. A panel may be formed from which candidates may be drawn for future relevant Programme Manager (Level E) vacancies as they arise. Detailed information regarding establishment of a panel (if any) will be provided to successful candidates.Essential RequirementsThe successful candidate must be able to demonstrate:An honours degree (a minimum NFQ level 8 or greater) in a relevant technical discipline such as Engineering (Civil, Mechanical, Industrial, Structural), Architecture, Sustainability, Economics, or other fields relevant to energy efficiency and quality standards, and minimum of 5 years directly relevant experience working in building energy efficiency design or certification, or standards development, or product certification, or similar. OrAn ordinary degree (a minimum NFQ level 7 or greater) in a relevant technical discipline such as Engineering (Civil, Mechanical, Industrial, Structural), Architecture, Sustainability, Economics, or other fields relevant to energy efficiency and quality standards, and minimum of 8 years directly relevant experience working in building energy efficiency design or certification, or standards development, or product certification, or similar. OrA third level certificate (a minimum NFQ Level 6 or greater) in a relevant technical discipline such as Engineering (Civil, Mechanical, Industrial, Structural), Architecture, Sustainability, Economics, or other fields relevant to energy efficiency and quality standards, and minimum of 10 years directly relevant experience working in building energy efficiency design or certification, or standards development, or product certification, or similar. Knowledge in the following: energy efficiency, renewable energy retrofit measures.Experience in effective stakeholder management including projects involving a diverse range of internal and external stakeholders with complex interdependencies.Excellent communication (written and oral) and the ability to communicate technical information to non-technical audiences.Desirable RequirementsExperience of team management and staff development.Industry experience in building retrofit sector Strong project management and knowledge of business process development experience, including change management Project Management Certification.Knowledge/ experience of working in the public sector.Experience or knowledge of delivering positive customer experiences.Eligibility to WorkThe SEAI has a legal obligation to ensure that all employees are lawfully entitled to work in Ireland.
