We are a professional, multi-disciplinary organisation, operating in a dynamic telecommunications environment that is constantly evolving. Our Mission - at the heart of everything we do - is to facilitate the development of a competitive communications sector in Ireland that attracts investment, encourages innovation and empowers consumers to choose and use communications services with confidence. Who are we looking for?The Technical Advisor will be one (or both) of the following:An experienced technical professional with experience within the cyber security sector or equivalent relevant sector (IT Security, Telecoms, Digital Infrastructure, Cloud Infrastructure), ORAn experienced regulatory professional with exposure and keen interest in the principles of network security best practice combined with detailed understanding of the regulatory landscape. A self-starter, the Technical Advisor will require excellent technical aptitude, communications, and project management skills. This person will thrive on being required to drive a process and deliver multiple complex technical requirements / solutions to a legislative deadline, while accommodating evolving prioritisation of stakeholder and project needs. The RolePurpose: The Technical Advisor will report to the Head of Cyber Security and Resilience. The successful candidate shall contribute to the strategic planning and project management and will provide technical support and advice on key projects as needed within the business unit. What will the Technical Advisor be expected to do? Technical Expertise Provide expert level technical expertise and advice, leadership, and strategy around cyber security to relevant business unit and team.Evaluate technical solutions to support Cyber Security Regulatory functions and obligations.Develop an understanding of the relevant security legislative framework under which ComReg operates, in particular how it practically applies to the electronic communications networks and services and number independent interpersonal communications services. Project ManagementProject management of key technical work items, providing project owner/manager responsibilities including management of budget, resources, schedule, project deliverables and project staff. Stakeholder ManagementEngage and report to the Head of Cyber Security and Resilience on key project progress, risks and other relevant matters.From time to time, represent ComReg with external stakeholders, such as the National Cyber Security Centre, and at international regulatory forums, including but not limited to the European Commission, BEREC and ENISA. Strategic Planning & DevelopmentContribute to and support the development of strategic plans for the ComReg cyber security functions and obligations in collaboration with other staff and disciplines.Identify and define regulatory / technical challenges concerning cyber security functions and obligations, providing recommendations on how to overcome or mitigate these risks.Support the development of regulatory frameworks and processes to enable supervision of entities. General Management of consultants including procurement process, delivery and governance.Represent ComReg at various national and international working groups – e.g. represent ComReg at NCA (National Competent Authority) forums.  Qualification/s (essential)An Honours degree, third level qualification (or currently studying), in science, technology, engineering, law, business, or another relevant area/s or significant relevant experienceExperience (Essential)An experienced technical professional with experience within the cyber security sector or equivalent relevant sector (IT Security, Telecoms, Digital Infrastructure, Cloud Infrastructure), OR an experienced regulatory professional with exposure and keen interest in the principles of network security best practice combined with detailed understanding of the regulatory landscape.Strong relevant project management experience in either a cyber security or regulatory environment which includes leading and delivery of complex projects.A proven ability to apply analytical and critical thinking to solving problems efficiently and effectively.Excellent communications ad influencing skills including:Proven experience in communicating clearly, effectively, and knowledgeably about all aspects of a project,experience in drafting documents for publication, presentation skills with the ability to understand and express views clearly within a multi-disciplinary environment.Experience (Desirable)Experience of management of complex projects within the confines of significant organisational change.Technical experience within a cyber security environment.A demonstrable knowledge of the legislative process including transposition of Directives to national law.Shortlisting: Shortlisting of candidates will be based on the information provided in their application.
