Ensure that ineffective plans are redesigned and evaluated.Assist in the implementation of WIDA Strategic Plan.Assist the development of WIDA services in line with social rights model of disabilityAssist with operational/business matters including the development of business plans and budgetsProvide management supervision for teamTake the lead on some projects and initiatives and ensure key objectives are metDevelop quality assurance monitoring procedures for all aspects of the business.Ensure compliance with HIQA standards across WIDADevelop positive working relationships with professional staff/relevant agencies (statutory and non-statutory) and other organisations within the intellectual disability sector and as agreed with the Board of Directors.Respond to emergency service situations, on occasions, that might arise outside of normal working hoursParticipate in an out of hours on call system.Provide strategic, clinical leadership and direction to all staff and related services which results in the delivery of effective, efficient, quality assured services which are person centred, inclusive, and participative employing an individualised approach, adopting the new social rights model of disability.Develop a shared sense of commitment and participation among staff in the management of change, the development of the services and in responding to the individual needs of service users.Develop, maintain and review the organisational structure within the context of overall organisational objectives.Contribute to strategy and policy on practice development, education and professional duties imposed by statute or determination. Financial ManagementTake responsibility for the management of all aspects of service users’ funds and ensuring that WIDA’s policies and governance arrangements are implemented in this regard.Participate as a key manager in the overall financial planning of the association, including the assessment of priorities in pay and non-pay expenditure.Ensure expenditure is controlled within budget and identify potential for efficiency saving through improved practices and innovation.Manage budget process, delegate, as appropriate, budgetary control and implement monthly expenditure audit systems. Human Resources Be proactive in the identification of future staffing requirements and provide details of staffing levels, rotas, etc required to determine budgeting requirements in consultation with the HR Manager.Conduct quarterly supervision with all staffSupervision of Personal Development Plans or any other approved supervision system within the area of responsibility as a means of positively developing individual staff skills required to deliver a quality service.Ensure formal communication systems are in place in order that effective working relationships are developed and maintained in your area of responsibility.Participate in the operation of the TMS HR Time and Attendance system within the area of responsibility.Liaise with the HR Manager to ensure staff are managed and supervised. This will include:Motivation and Leadership of staffCommunication of clear expectations and direction to staffResolution of local staff relations difficultiesManagement of probation, appraisal, staff attendance and absenteeism and any other performance related issue.Identification of training and development needs of staffImplementation of approved skill mixDeployment of staffing resources in line with approved budgets Service User’s Needs Be responsible for ensuring a multi-disciplinary team based approach within the relevant area to formally assess, monitor and evaluate service user’s needs at regular intervals in line with WIDA’s policies and strategy and in line with the individual person centred plans.Ensuring the implementation of the PCP programme throughout the organisationEnsure that all service user’s are in receipt of statutory allowances and benefits.Be familiar with and comply with WIDA’s Admission, Discharge and Transfer policies.Ensure that each service users Human Rights are considered at all times. Ensure that service users are supported to become active citizens making a contribution to their own communities.Be familiar with and comply with WIDA’s policies, procedures and guidelines, including WIDA’s Safety Statement, Trust in Care, Children First, Client Protection, Dignity, Respect and Equality in the Workplace, Code of Standards and Behaviour of Employees working with WIDA as well as all other quality and operational procedures in WIDA centres and ensure that staff in the area of responsibility are aware of these.Ensure that families and parents are fully involved in the planning and delivery of services and supports to their family members. Health And SafetyImplement WIDA Safety Statement and related policies.Be familiar with the relevant Ancillary Statements and ensure that the Ancillary Statements for all centres are up to date and that the relevant drills and procedures are carried out and notified to the Health, Safety and Risk Management Officer.Quality Management Information System (QMS) – Monitor and review all accidents and incidents, utilising QMS and any other system as introduced by WIDA. Training And EducationLiaise with HR Manager to ensure that all new members of staff partake in an induction programme as soon as is practicable.Be fully informed regarding current developments and best practice for services for people with an intellectual disability; attend appropriate lectures, training and other courses as necessary and disseminate the relevant information to staff.Encourage the development of staff skills, experience and provide support, direction and advice to staff as appropriate.Take responsibility for the development and implementation of pre and post registration nurse education and training programmes. Take direct responsibility for the suitability, quality and level of supervision of all staff within your area of responsibilityEnsure that appropriate in-service education programmes and ongoing learning needs are met for all assigned staff. Liaise and co-operate with appropriate third-level education institutes.Monitor recent research and new developments for people with learning disabilities. Initiate, facilitate and take part in relevant research and promote awareness of ongoing and current research into issues affecting service user care Administrative And Other DutiesEnsure accurate records and reports are maintained on service user’s and other filing systems, as required, in line with WIDA’s policies on service user filing, etc and consistent with the requirements of Data Protection and Freedom of Information Acts 1997 & 2003.To comply with WIDA’s policies in relation to submission of attendance records, invoices and other related issues.Ensure that all units in the area of responsibility are maintained to high standards. It is important that the Person in Charge inspects services as required, outside of normal working hoursReview transport costs and routes taken to ensure that the most effective and efficient transport strategy is being used by WIDA.Participate in IT initiatives, Quality Management, performance management in line with WIDA policy or any other system introduced by WIDA.Participate as a core member of the Management Team and contribute to the preparation of plans for services.Ensure that modern standards of care for service users are in operation and that regular monitoring of the quality care provided is undertaken through audit.Develop a philosophy for care and social inclusion which reflects the associations’ commitment to the provision of a high standard of service which contributes to every service user becoming an active citizenImplement the associations’ policy on complaintsMaintain good collaborative working relationships and communications with appropriate statutory, professional and voluntary organizations responsible for and or participating in health care.Ensure adherence to all codes and guidelines relating to professional nursing practice and behaviourAny other duties appropriate to the appointment as assigned by the Director of Services/Nursing Skills/Attributes:Strategic and InnovativeConfidentialityAccountabilityExcellent People Management, Leadership and Organisational SkillsAdvocacyGood Team PlayerDignity and privacy
