The successful candidate will join an enthusiastic and innovative team who are committed to the high-quality delivery of SEAI’s robust analysis, technical reporting, and impactful presentation of energy statistics. Key Responsibilities of the role of Senior Energy Analyst (Energy Statistics) The responsibilities of the Senior Energy Analyst (Energy Statistics) outlined in this job description are indicative of the currently envisaged scope and may be added to or altered as required, in line with the requirement of SEAI across Business Units/Department. They will include, but not limited to, the following:Lead on the delivery of regular annual reports for the energy statistics team, and other sectoral notes and reports such as “Residential Energy”, “Energy in Transport”, “Energy Security”, etc.Lead on the development of the team’s energy analysis capability, particularly in the areas of energy supply, energy transformation, sectoral energy demand, energy emissions, and energy prices.Lead the team’s understanding and interpretation of relevant EU and national regulations and directives, such as the Renewable Energy Directive (REDII/REDIII), the RePowerEU plan, the Energy Efficiency Directive (EED), etc.Lead the team’s engagement with third-party consultants for the timely delivery of outsourced process improvements, reports, etc.Develop a clear understanding of the factors underlying energy trends in Ireland and how these trends compare internationally, analysing economics, environmental emissions, technological change, and effects of policies and measures designed to reduce energy use and emissions.Develop an expert understanding of the trends in energy use and associated CO2 emissions in Ireland, at the national level, and at detailed sectoral level.Collaborate with the team’s senior energy statistician to proactively identify and deliver methodology improvements and new data sources for the national energy balance, the “Energy in Ireland” report, etc.Provide timely, authoritative, and evidence-based responses to energy queries from policymakers, journalists, researchers, and other stakeholders.Develop strong working relationships with other team members in SEAI, and external stake holders to help identify and secure new sources of public administrative data for the improvement of SEAI’s energy statistics.Participate in strategic and programme development within the team, and within SEAI.To ensure that activity peaks within the Department are addressed in a proactive manner, it is expected that the candidate appointed to this role will need to be flexible in terms of working hours during these periods.Key Knowledge and SkillsThe knowledge and skills required include but are not limited to the following: Excellent quantitative analysis and data visualisation skills.Experience or demonstrated familiarity with the energy sector either at the national level, and/or strong expertise in particular energy sectors, e.g. transport, residential, renewable energy, etc.Strong understanding of statistical methods and limitations related to practical data gathering.Strong understanding of the need for accuracy, rigour, transparency, and clarity in data analysis.Excellent written and oral communication skills.Well-developed IT skills in standard software packages, e.g. Excel, PowerPoint, etc.Ability to prioritise work and manage a wide variety of tasks with concurrent deadlines.Ability to simultaneously deliver long-term projects and urgent queries from key-stakeholders.Ability to think strategically, display sound judgement, and work on own initiative.Essential RequirementsThe successful candidate must be able to demonstrate:A third-level degree (or equivalent professional qualification) in engineering, data analytics, computer science, mathematics, statistics, or an applied-science field.A minimum of five years’ work experience in a related area, where time spent pursuing a Masters-by-research, or a PhD, are countable towards work experience.A track record of successfully delivering a substantial volume of analytical outputs.A track record of successfully delivering technical reports to deadline.A track record of building and maintaining good relationships with external stakeholders.A track record of professionally responding to urgent technical queries in a timely manner.Excellent communication and interpersonal skills.A demonstrated ability with standard software packages, e.g. Excel, PowerPoint, etc.Desirable RequirementsA postgraduate qualification, i.e. a Masters or PhD, in engineering, data analytics, computer science, mathematics, statistics, or an applied-science field.A formal qualification in project management.Experience with databases and/or software for process automation, e.g. Microsoft Access, Microsoft Power Automate, SQL, Visual Basic, etc.Experience with software for data visualisation, e.g. Microsoft PowerBI, Tableau, etc.An understanding of public sector administration and a knowledge of the Irish energy sector.A track record of working within a structured quality assurance / quality control
