Project Engineer

Overview of RoleThe successful Project Engineer will assume responsibility for managing and co-ordinating assigned Capital Projects in the Kildare/Dublin region and other locations as required.The Project Engineer will collaborate with the Hospital Management Team / Project Team and the Project Director to manage and co-ordinate the planning and implementation of various capital and engineering projects in line with agreed Time, Cost and Quality parameters in conjunction with all key internal and external stakeholders.This will include overseeing scope, schedule and budget including the timely completion of all design and construction activity and the ultimate commissioning of the project in accordance with agreed contractual provisions. Ensuring that the interests of all Hospital stakeholders are safeguarded during the design and construction phases of the project with a focus on patient safety throughout the whole project. Duties & Responsibilities Ensure that capital, refurbishments, and engineering projects are completed within agreed time, cost and quality parameters in conjunction with all key stakeholders.Ensure that the concept, development, implementation, and close-out of each assigned project is managed under recognised project management principles and procedures:The direct and indirect preparation of plans, specifications and tender documents for the purpose of inviting tenders for minor refurbishment works and services.Preparation of draft project plans, cost estimates and implementation schedules for the purpose of project option appraisal.Fulfil the role of ‘Client’s Representative’ on each assigned project ensuring the satisfactory delivery of the projects, overseeing appropriate meetings and consultations as required.Ensure that the design team is fully briefed with the instructions of the Hospital’s Project Team and Project Director.Liaise with the Hospital’s Facilities Department for the purposes of co-ordinating all design and construction activities.Co-ordinate the tender and implementation stages of the project, having close liaison with the design team and site supervisory staff.Liaise with other Hospital stakeholders and the Hospital’s Senior Executive Project Sponsor, as appropriate, for the purposes of communicating updates and status reports. Liaise with the Management Team and Department Managers in order to manage decanting of equipment and individuals for the purposes of facilitating construction works.Ensure that the equipping/commissioning team is established in good time and is adequately briefed and trained and is effectively supported in carrying out its work.Liaise with staff of the appointed vendors/suppliers in order to ensure the efficient progress of the project.Ensure that all design and construction activities undertaken by the appointed vendors comply with agreed contractual provisions, particularly with respect to design review activities, proposed construction methodologies, reporting arrangements, sign-off procedures and the exchange of design data.Monitor adherence on the part of the appointed vendors to all Hospital policies and procedures in respect of risk assessment method statements (RAMS), contractor codes of practice, health and safety provisions, site rules and site access.Oversee and provide direction in respect of the phasing of the project (to include the identification of sections and phases and the provision of general advice and support regarding the timely completion of the project). Maintain a comprehensive diary constituting a detailed work history of construction work and significant happenings on the site including delays, variations from specification and incidents.Communicate to all hospital departments and ward managers any known disruption to services or inconveniences as a consequence of construction/project work.Communicate any known services shutdowns to the hospital’s facility manager, and to assist in the implementation of such shutdowns where deemed appropriate. Liaise with any third parties appointed in relation to the project (i.e., any independent testers or certifiers) for the purposes of certifying the works as a whole or any portion of the works.Compilation of lists of uncompleted works (snag-lists) at the closeout stage of all hospital minor/major projects.Ensure adherence to all relevant legislative provisions on the part of the Hospital and, where appropriate, the appointed contractor or the contractor’s design professionals (i.e., the production of a safety file, the attainment of appropriate certification, compliance with BCAR provisions, etc.)Maintenance and upkeep of all relevant project files and other informationThe update of all project schedules/ forecasts.The coordination and handover or all relevant O&M Manuals, as-built plans, and technical information relevant to each completed project to the Hospital’s Facilities Department and Department Manager if deemed necessary.To monitor and record all changes from the original project plan on all major and minor hospital projects.The monitoring of the value of work agreed and in progress against the hospital’s approved Capital budget in association with the Hospital’s Facilities and Finance Managers and Project DirectorParticipate in internal audits and the implementation of recommendations from internal audit reports as required.Assist with the selection, procurement, installation and commissioning of clinical equipment.Adhere to UPMC policies and procedures and maintain confidentiality at all times.Operate flexibly and creatively, in response to service requirements and changing circumstances and undertake any other duties that may be required from time to time.Other activities as assigned by the Project DirectorQualifications & ExperienceRequired:Appropriate 3rd level qualification (Engineering/Project Management Degree/Diploma or equivalent architectural, civil, structural or construction studies), Relevant Engineering or Architectural Qualification, Project Management Diploma or HigherExperience in the design, construction, installation and management of systems such as, but not limited to: water, ventilation, energy, medical gas, electrical systems3 years’ experience in the management of healthcare projects or similar complex projectsProficiency in AutoCAD, the Microsoft Suite including Microsoft ProjectDesired:Sustainability / Energy management experienceFamiliarity and experience of Risk Management & Cost Management Procedures.High standard of technical training and experience including, administrative experience.Knowledge and understanding of applicable statutory and legislative provisions.Knowledge and understanding of healthcare sector standards; HTM, HBN, etc.Knowledge and understanding of the Health Information and Quality Authority (HIQA) Standards, National Standards
