Delivery of national marine research test sites.Coordinating role of Ireland’s offshore / ocean energy research activities and networks nationally and internationally.Sector-wide stakeholder engagement, expert representation, and public information The successful candidate will report to the Programme Manager for Offshore Renewable Energy.The Role ProfileThis position will play a key role in the above Department. The successful candidate will join an enthusiastic and innovative team who are committed to the high-quality delivery of SEAI’s Offshore Renewable Energy (ORE) responsibilities. These responsibilities include providing technical advice and policy support to the Department of the Environment, Communications and Climate, as well as supporting ORE related research and development and the national ORE test site infrastructure. Key Responsibilities of the role of Programme Executive The responsibilities of the Programme Executive outlined in this job description are indicative of the currently envisaged scope and may be added to or altered as required, in line with the requirement of SEAI across Business Units/Department. They will include, but not limited to, the following:Provide authoritative technical and/or business advice, guidance, and support as required for the development of the ORE sector in Ireland.Contribute to the strategic direction of the SEAI ORE Programme to accelerate and enhance support for the research, development, testing and deployment of offshore renewable energy technologies.Support SEAI in the delivery of relevant actions under key Government plans including the Climate Action Plan and the Offshore Renewable Energy Development Plan.Support programme and grant administration and any other duties as required from time to time by the designated Programme Manager.Assist with strategic planning for future requirements, adapt to changes effectively including providing input to policy development.Develop and maintain strong business relationships and work collaboratively with a range of internal and external stakeholders to develop and promote new and existing strategies to advance the creation of an indigenous offshore renewables energy industry.Collaborate with international bodies and other facilities in relation to research and development and other work packages. Represent SEAI at national and international events to promote the offshore renewable energy programme and the Irish ocean energy sector.To undertake any other duties /projects as may be assigned To ensure that activity peaks within the Department are addressed in a proactive manner, it is expected that the candidate appointed to this role will need to be flexible in terms of working hours during these periods. Key Knowledge and Skills The knowledge and skills required include but are not limited to the following: Ability to use initiative to assess requirements of the SEAI ORE programme from a technical and /or business perspective and work with the Programme Manager to realise those requirements.Proven ability in programme and project management including taking full ownership and management of design, development, implementation, monitoring, and evaluation of a project from end-to-end.A proactive approach to achieving results, including managing project scope, time, risk assessment, cost, and quality.Flexible approach to problem solving and decision making to ensure the best solution is achieved focusing on the need for greater efficiency and effective delivery.A capacity to foster a positive working relationship with colleagues and external stakeholders; to work in multi-disciplinary teams and to network effectively across a group of international and national stakeholders. Excellent written and oral communication skills and ability to represent SEAI in a public forum.The role is team-based, and teamwork and cooperation with others are crucial.Good numeracy skills, strong attention to detail and commitment to quality.Ability to multitask, manage competing demands and work effectively to deadlines.Ability to work on own initiative and to deadlines and milestones.Well-developed IT skills. Experience, Qualifications & Personal Qualities Essential Requirements The successful candidate must be able to demonstrate;A relevant third level qualification i.e. Degree and/or equivalent qualification in Engineering / Science / Economics or equivalent. At least three years’ work experience in a related field.Successful track record and expertise in project management of multi-disciplinary projects.Excellent organisation skills together with the ability to prioritise work and manage a wide variety of tasks with a proven track record in meeting deadlines.Ability to exercise initiative and to be able to operate independently.Excellent team-player skills and flexibility. Desirable Requirements A post-graduate qualification in a relevant renewable energy-related area:Experience in working in energy system / servicesExperience working in marine renewables engineering or working directly with ocean energy and/or offshore wind developers A track record in formulating and managing test and verification plans to increase technology readiness levels, the ability to assess projects in accordance with these levels and add value.Involvement in the management of safety and reliability issues in the marine energy field.Experience in the development of technology support programmes.Experience in working in international research projects.Experience in the development of technology support programmes.Experience in public procurement.Experience in construction aspects of offshore and ocean energy development.Well-developed negotiation and influencing skills. There may be a requirement for the successful candidate to further develop specialist knowledge and expertise relevant to the role. Training will be encouraged (formal and informal) and supported where required.
