The successful candidate will join an enthusiastic and innovative team who are committed to the high-quality delivery of SEAI’s mission, supporting the delivery of 500,000 homes with a minimum BER rating of B2, by the year 2030. This is a real opportunity to help Ireland achieve its’ sustainability goals and continuously learn new skills and grow in a fast-moving, dynamic organisation. The position will be directly involved in supporting the delivery of Ireland’s retrofit goals under the Climate Action Plan, supporting compliance on home energy upgrades. The candidate will report to the Inspections Unit - Domestic Schemes Co-ordinator and work closely with SEAI colleagues across the Business such as Delivery, Finance, IT to collaborate and share knowledge and approaches. Initially, the role will focus on the Better Energy Warmer Homes Scheme, SEAI’s highest value scheme. The Scheme delivers fully funded upgrades to homeowners who receive certain welfare payments to make their homes warmer, healthier and cheaper to run. The role will involve technologies such as wall insulations and various types of heating and ventilation systems, such as heat pumps. The role will develop over time. There will be a requirement for occasional travel around Ireland. On behalf of the Inspections Unit, the Programme Executive will lead day-to-day operations as outlined below for the successful delivery of Better Energy Warmer Homes. Key Responsibilities of the role of Programme Executive  The responsibilities of the Programme Executive outlined in this job description are indicative of the currently envisaged scope and may be added to or altered as required, in line with the requirement of SEAI acrossBusiness Units/Department. They will include, but not limited to, the following: ·      Select properties for desktop audits or site inspections, ensuring that a risk-based approach is used to determine the required level of governance to ensure energy upgrades are completed in compliance with SEAI’s Standards and Terms and Conditions. ·      Maintain a risk register, develop data analytics tools & techniques to evaluate and mitigate risk and where appropriate, support efficient delivery. ·      Co-ordinate and ensure day-to-day operations such as Inspections, Surveys and BER Assessments are scheduled, executed and reported within agreed SLA`s. Establish approaches and process improvements to support the scaling of these operations. ·      Report outcomes of audits and inspections back to the SEAI Finance Team with respect to payment assurance, and the Operational Team with respect to Contractor performance. Identify areas for improvement with a focus on enhancing compliance while supporting the scaling of Contractor capacity. ·      Conduct weekly and monthly review meetings, follow up on key actions flagged by the Managing Agent or by SEAI and complete any close-out actions required. ·      Provide analysis and reporting to management and other relevant stakeholders on inspection outcomes and key action items, emphasising areas of concern or risk. ·      Participate actively in the development of continuous improvement initiatives and the development for new or pilot programmes, with a focus on ensuring compliance and strategic development. ·      Manage the contract between SEAI and the Managing Agent, including the development of spend and resource forecasts, conflict of interest and competence checks, tracking KPI’s and oversight and sign-off of invoices. Implementing any changes through a change control process. ·      Collaborate and assist in the implementation and development of the Programme Quality Assurance and Disciplinary Procedure (QADP) and promote quality improvement of supply chain by providing advice on compliance and quality breaches. ·      Implement and enhance the appeals procedure, providing technical advice and support while collaborating with subject matter experts to find an appropriate solution. ·      Conduct inspection selections using the SEAI database and / or develop off-line inspections databases for new initiatives and pilot programmes. ·      Liaise with SEAI’s IT Service Providers on Inspection Unit database matters. Provide support and ideas into the development of new IT platforms. ·      Adhere to the SEAI’s Customer Charter and provide support in requests that may emerge such as FOI and Subject Access Requests, while aligning with the GDPR Regulations. ·      Maintain an up-to-date and relevant desktop audit and site inspection process manual, keeping abreast of technical developments and risks, as they materialise ·      Enhance and grow SEAI’s governance strategy via direct engagement with external stakeholders and subject matter experts. ·      Perform routine compliance/quality audits on services carried out by outsourced company in addition to SEAI’s conflict of interest and segregation of duties policies ·      To ensure that activity peaks within the Department are addressed in a proactive manner, it is expected that the candidate appointed to this role will need to be flexible in terms of working hours during these periods.  Key Knowledge and Skills The knowledge and skills required include but are not limited to the following:·      The capacity to foster positive working relationships with colleagues and external stakeholders; to work in multi-disciplinary teams and network effectively.·      Excellent communication (written and oral), including the ability to communicate technical information to non-technical audiences.·      Ability to think ahead and plan.·      Technically adept, logical, analytical and numerically astute.·      Strong, proactive approach to achieving results, including managing time, risk cost and quality.·      Organised, with good project management skills, suited to a dynamic work environment.·      Flexible approach to problem solving and decision-making.·      Well-developed IT skills (Excel, CRM, PowerPoint etc.) Experience,Qualifications & Personal Qualities Essential Requirements The successful candidate must be able to demonstrate thefollowing or equivalent: ·      A third-level qualification or equivalent in a relevant area with a scientific, engineering, Quality Management System background or equivalent.·      Minimum of three years’ experience working in areas relevant to the key responsibilities referenced above.  Desirable Requirements ·      Knowledge of Ireland’s building technologies industry, buildings and services, spatial planning or another relevant sector.·      BER Assessment experience / qualifications.·      Knowledge of business process management. There may be a requirement for the successful candidate to further develop specialist knowledge and expertise relevant to the role.Training will be encouraged (formal and informal) and supported where required. Eligibility to Work: The SEAI has a legal obligation to ensure that all employees are lawfully entitled to work in Ireland.
