The successful candidate will join an enthusiastic and innovative team who are committed to the drawing crucial lessons about the real and potential impact of SEAI’s programmes, as well as providing support to the Government’s future energy efficiency policies.Key Responsibilities of the role of Programme Evaluation Specialist - Energy Analyst The responsibilities of the Programme Evaluation Specialist - Energy Analyst outlined in this job description are indicative of the currently envisaged scope and may be added to or altered as required, in line with the requirement of SEAI across Business Units/Department. They will include, but not limited to, the following:Contribute to the maintenance of procedures for energy policy and programme evaluation across the suite of sustainable energy policies delivered by SEAI on behalf of GovernmentWith the team, design and implement policy and programme evaluations including data collection, energy and financial analysis in accordance with relevant Government guidelines and to EU Directive standardsCoordinate with programme delivery agents to implement evaluation protocols and procedures for new and existing schemes delivered by SEAI on behalf of GovernmentConduct ex-ante appraisal (Cost-benefit analysis, multi-criteria analysis, demand analysis, sensitivity and scenario analysis) on new and existing schemes delivered by SEAI on behalf of GovernmentSupport the establishment of new protocols and new data collection methods, including monitoring and verification, to ensure data streams are established to facilitate future evaluations of new and existing policies and programmesContribute bespoke analytical input to policy advice and analysis for relevant Government Departments (primarily DECC) and public sector organisationsDevelop strong working relationships with stakeholders and with organisations delivering services on behalf of SEAIContribute to strategic and programme development within the team and within SEAI as a wholeContribute to implementing processes and systems to monitor, manage, and assure the highest level of quality service delivery, impact toward Government objectives, and value-for-money to the exchequerTo ensure that activity peaks within the Department are addressed in a proactive manner, it is expected that the candidate appointed to this role will need to be flexible in terms of working hours during these periods.Key Knowledge and SkillsThe knowledge and skills required include but are not limited to the following: Strong analytical and problem-solving skillsA proactive approach in objective setting, project tracking and driving for timeliness, quality, and clarity of results and to operate with little guidance on project deliverables.A capacity to foster a positive working relationship with colleagues at all levels; to lead technical analytical teams and to network effectively.Ability to build strong relationships with organisations external to SEAI where necessary.Knowledge of robust and reliable data management proceduresExcellent project management and organisation skills together with the ability to prioritise work and manage competing demands with a proven track record in meeting deadlinesExcellent communication (written and oral) and presentation skills in addition to good organisational skills.Well-developed IT skills including familiarity with databases, excel modelling, PowerPoint etc. Some experience with statistical modelling, for example using R, Python, Stata, or similar software, would be an advantage.Ability to work under pressure and achieve tight deadlines with attention to detailThe ability to work on own initiative and display sound judgement. Essential RequirementsThe successful candidate must be able to demonstrate:Degree Level qualification in a field that requires quantitative analysis i.e. Degree and/or equivalent qualification in Engineering / Economics / Statistics / Data Analytics / or other quantitative sciences;Some experience in policy or programme evaluation methods such as cost benefit analysis, cost-effectiveness analysis, life-cycle analysis, sensitivity analysis and scenario analysisSome knowledge and practical experience of quantitative methodsPractical experience of database usage, data manipulation, and data quality controlExcellent computer skills including a proficient use of Microsoft Excel, including spreadsheet construction and use, and experience with programming languagesSome knowledge of Irish, European, and/or international energy policy / energy sector landscapeAbility to engage effectively with internal and external stakeholders Desirable RequirementsPost Graduate Level qualification in a field that requires quantitative analysis i.e. Degree and/or equivalent qualification in Engineering / Economics / Statistics / Data Analytics / or other quantitative sciences;Understanding of programme delivery and evaluation protocols and proceduresSpecific expertise in energy systems in one or several major sectors corresponding to SEAI’s programmes, such as: building energy efficiency, building heating systems, electricity microgeneration, and/or transport systems.Econometric skills, e.g. practical knowledge about experimental and quasi-experimental design, data collection and sampling strategies, and estimation and interpretation of statistical modelsExperience with statistical modelling software such as Python, R, Stata, or similarDemonstrated ability to create effective data visualizationsKnowledge of qualitative methods for programme evaluationStrong proactive approach to achieving results, including managing scope, time, cost and quality Eligibility to Work:  The SEAI has a legal obligation to ensure that all employees are lawfully entitled to work in Ireland.
