Position SummaryNeoDyne is seeking a highly experienced Programme and Design Manager – Telecoms Infrastructure to support one of our key customers on a long-term contract basis. The function of this role is to oversee the delivery of national fibre infrastructure projects. The successful candidate will manage both the technical design and commercial delivery of dark fibre telecommunications networks, ensuring seamless programme execution through close collaboration with internal teams, external partners, and public authorities.Key ResponsibilitiesLead and coordinate the delivery of national fibre infrastructure programmes, ensuring alignment with internal project governance and compliance frameworks.Manage overall programme performance including budgets, schedules, design assurance, and commercial outcomes.Oversee the design, planning, and procurement processes for dark fibre networks and supporting civil engineering works.Prepare and manage procurement documentation (e.g. OJEU/eTenders) for telecoms infrastructure and related services.Engage and manage external consultants in planning activities, including Appropriate Assessment, planning applications, and wayleave acquisition.Act as liaison with authorities such as local councils, road authorities, and transport agencies to secure permits and construction licences.Coordinate with contractors, consultants, and key stakeholders to ensure successful execution of design and build phases.Oversee quality assurance of civil infrastructure designs and installations.Manage project control budgets and prepare programme-level reports for senior leadership.Experience & SkillsRequiredA degree or master’s in Engineering or a related field.At least 8 years of experience in a project or programme management role within telecoms, utilities, or infrastructure.Proven experience delivering fibre network capital projects (including design, planning, and construction phases).Strong background in civil engineering project management, including managing consultants and contractors.Demonstrated ability to prepare and manage public procurement processes (e.g. OJEU/eTenders).Prior experience developing and managing financial budgets and control systems for infrastructure projects.Strong stakeholder engagement and negotiation skills across regulatory bodies, contractors, and third parties.Excellent verbal and written communication skills, with a track record of engaging at senior and public body levels.High proficiency in Microsoft Office and Microsoft Project (or equivalent).DesiredExperience in dark fibre or telecoms-specific infrastructure delivery.Prior involvement in planning applications, wayleaves, or other regulatory coordination activities.Working knowledge of permit and licence processes (e.g. MapRoad Roadworks Licencing, TII, Irish Rail).Familiarity with design quality assurance in both engineering design reviews and on-site civil works.Understanding of the commercial drivers underpinning telecoms infrastructure investment and delivery.What’s on OfferCompetitive hourly rate based on experiencePaid overtime available, depending on project demandsFlexible working hours may be accommodated in line with project requirementsOpportunity to work on a high-profile project with a collaborative, technically strong teamNeoDyne Ltd is an equal opportunity employer, and all applications will be treated in strictest confidence.
