Wholesale DivisionThe Wholesale Division within ComReg works to progress competition in electronic communications markets. Specifically, it analyses markets, introduces regulation with a view to improving levels of competition and reducing barriers to entry, and monitors compliance with market regulation.Within the Wholesale Division, the Pricing Team is responsible for setting and monitoring the prices of regulated products in the telecoms and broadcasting sectors. We also monitor regulated activities through the review of Separated Accounts.Wholesale Pricing team members work on multi-disciplinary project teams often including external consultants. Each project requires the drafting of public consultations and decisions which constructively present relevant financial and economic rationale & principles, and often involve developing, updating, and implementing pricing/cost models.Find out more here.The role and responsibilities Reporting to the Head of Wholesale Pricing and working closely with Pricing Team Managers, you will be responsible for the following areas and tasks:Lead the research and application of regulatory/economic principles and methodologies for Wholesale Pricing as applicable to regulated telecom and broadcast servicesAssist with the design and implementation of best practices to ensure Wholesale Pricing documentation and pricing/cost models are robustly prepared and efficiently deliveredContribute with pricing inputs or analysis on policy/regulatory issues at project and cross-Divisional level and drive a culture of knowledge sharing within the team.Effectively engage with internal and external stakeholdersQualifications and Experience Essential Third level degree in economics or finance/accounting or engineering or equivalent.Previous experience of developing or implementing network costing or pricing methodologies.Proven knowledge of legal/technical aspects of economic regulation. Desirable Experience in drafting or reviewing public consultation documents in a sector specific. regulator or governmental organisation.Experience in developing, reviewing or using pricing/cost models for Telecoms and/or Cloud based Services.
