As part of INSO Haiti you will support over 127 partners including 36 national NGOs, helping them safely deliver life-saving humanitarian aid.Position Summary Under the direct supervision and management of the Country Director (CD) of INSO Haiti, and under the guidance and technical supervision of the Operations Director (based at HQ), the Operations Manager (OM) will be responsible for the effective implementation of all operations and support functions at country office level, in compliance with INSO regulations and donor requirements.You will be responsible for both strategic and transactional Human Resources management, legal monitoring and compliance, including supporting the registration process of INSO in the country. The position will also oversee all logistics, procurement and supply chain activities of the mission, ensuring compliance with INSO procedures, budgetary requirements, efficiency and value for money. You will manage the support team (logistics staff, drivers and cleaners) and will act as the country office focal point with HQ regarding mission documentation, protocols and reporting related to safety and security mattersKey ResponsibilitiesHuman ResourcesLead national and international recruitment processes in compliance with INSO policies. Ensure implementation of HR policies, labour law compliance, onboarding, performance management, employee relations, and disciplinary processes. Oversee payroll preparation, leave administration, personnel records, HRIS (Cezanne), staff insurance, and HR reporting. Coordinate international staff travel, arrivals, departures, visas, and R&R arrangements. Act as the country HR focal point, supporting audits, safeguarding, and HR projects in coordination with HQ. Legal & ComplianceEnsure compliance with national legal requirements, INSO policies, and internal controls. Manage visas, work permits, organisational registrations, and regulatory documentation. Monitor audit recommendations and support their implementation. Procurement, Logistics & Asset ManagementOversee procurement and logistics activities in accordance with INSO policies. Manage supplier contracts, due diligence, market assessments, and asset management. Supervise offices, guesthouses, leases, and operational service providers. Contribute to donor reporting related to operational support functions. Safety & Security SupportMaintain operational safety documentation and incident records. Ensure offices and guesthouses comply with INSO safety standards. Coordinate safety briefings for staff, consultants, and visitors in collaboration with the Deputy Director. Essential Requirements 5+ years of progressive professional experience in HR, logistics, facilities, and procurement.2+ years' experience with an NGO or international organisation.Advanced proficiency in Microsoft Office (particularly Excel) and experience using HRIS systems. Hands-on experience managing HR operations, including recruitment, payroll, employee relations, performance management, and labour law compliance. Proven experience in maintaining procurement, administration, contracts, asset management, and operational compliance. Experience coordinating multiple operational functions simultaneously while meeting competing priorities and deadlines. Strong understanding of internal controls, risk management, audit requirements, and organisational compliance. Professional working proficiency in English and French (written and spoken)Experience supervising staff and coordinating cross-functional teams. Bachelor's degree in Human Resources, Business Administration, Operations Management, Logistics, Law, or another relevant discipline. Desirable Previous field experience in a similar role within the humanitarian sector, preferably in Latin America and the Caribbean. Knowledge of donor compliance requirements related to HR, procurement, and operational management. Experience administering or implementing Human Resources Information Systems (HRIS). Familiarity with INSO's mandate and humanitarian operating environments.
