Job TitleMarket Surveillance Legal and Regulatory Governance - Programme ManagerSalary€80,668 pa (Other arrangements may apply if coming directly from another civil or public service body)Tenure5-year fixed term contractWork LocationDublin, Dundalk, Cork, or SligoClosing DateMidnight, Wednesday 14th May 2025Role ProfileWe have an exciting opportunity in the Market Surveillance Unit in the Public Sector and Regulatory Programmes Department.  The Market Surveillance Unit is part of the Public Sector and Regulatory Programmes Department which administers and manages several programmes designed to deliver on the Climate Action Plan and to meet statutory regulatory requirements.  The Market Surveillance Unit was established to support Market Surveillance Authority functions relating to the EU Ecodesign Directive, the EU Energy Labelling Regulation, and the EU Tyre Labelling Regulation (hereafter, “the Regulations”). It also has responsibility for managing the Triple E Register of energy efficient products.  As MSA Legal and Regulatory Governance Programme Manager you will have responsibility for all legal-based interactions of Market Surveillance activities such as: undertaking detailed compliance assessments, including on occasions, laboratory testing.undertaking inspections of retail operations (stores, websites and advertising) to check compliance with the energy and tyre labelling regulations.advising economic operators regarding compliance issues. using the civil and criminal enforcement powers of the MSA, if required, to address non-compliance and deal with offences against the Regulations. There is a strong international dimension to the market surveillance work which by its nature requires collaboration with MSAs in other EU Member States and engaging closely with the European Commission. The programme management structure of the MSA is as follows: MSA Enforcement and Technical Standards.MSA Legal & Regulatory Governance.MSA Campaigns and Compliance Promotion.The successful candidate will join an enthusiastic and innovative team who are committed to the high-quality delivery of SEAI’s Market Surveillance activity.  Essential RequirementsThe successful candidate must be able to demonstrate: A degree (a minimum NFQ level 7 or greater) in Law, ideally specialising in Regulatory matters, or product related compliance.Minimum 5 years post qualification directly relevant experience providing legal and/or regulatory compliance advice on corporate and commercial matters, or proven experience as a compliance manager. Experience working with Legal Counsels (Solicitor/Barristers) during the assessment and consideration of enforcement of regulations. Experience working in a multi-disciplinary team, managing projects and/or a diverse case load involving a diverse range of internal and external stakeholders. Demonstrated ability to understand and interpret complex and technical legislation, particularly pertaining to the Ecodesign Directive, the Energy Labelling Regulation and general market surveillance regulations.Excellent communication (written and oral) skills, including report writing, presenting, public speaking and the ability to represent SEAI in a public forum.Well-developed IT skills.Desirable RequirementsQualified Solicitor or Barrister, with post qualified experience of working in (or with) a regulatory department or large law firm.Master’s Qualification in Law.Knowledge and understanding of the EU regulatory environment and its impact on regulatory bodies and the public sector.Previous experience in market surveillance, compliance, regulatory or governance functions. Knowledge of EU product rules relating to the European Single Market.Familiar with legal compliance and corporate governance best practice. Interactions with Board members, Board submission, Regulatory Committees and Audit and Risk Committees. Eligibility to WorkThe SEAI has a legal obligation to ensure that all employees are lawfully entitled to work in Ireland. To qualify, candidates must hold a valid visa on the date of application and where applicable to support a candidate’s application, candidates must submit a valid work permit/visa confirming permission to work in Ireland when requested.
