HR Specialist (Employment Relations and Compliance)

Overall Purpose of the RoleAs INSO’s focal point for employee relations, safeguarding, and conduct, you will ensure that our people management practices are fair, transparent, and rooted in respect. You will lead on developing and applying grievance, disciplinary, and safeguarding frameworks across INSO, supporting both HQ and field offices to maintain the highest standards of integrity and care.You’ll provide expert advice on employment relations, investigations, and dispute resolution while ensuring that safeguarding, compliance, and staff well-being remain at the heart of INSO’s HR systems and culture.Key ResponsibilitiesEmployee Relations & Case ManagementServe as the main point of contact for line managers and HR on grievances, conflicts, and disciplinary issues.Lead and advise on investigations into misconduct or employee relations matters, ensuring confidentiality, fairness, and compliance.Guide managers on employee relations aligned with internal policies and legal frameworks.Drive organizational projects to strengthen safeguarding, conduct, and compliance frameworks.Safeguarding & Duty of CareAct as a global focal point for safeguarding, ensuring consistency and compliance across all INSO offices.Support the rollout of safeguarding policies, awareness, and training initiatives.Lead or oversee investigations into safeguarding or ethical misconduct.Coordinate psychosocial support and serve as Family Liaison Coordinator when required.Monitor and strengthen organizational duty of care and well-being measures.Policy & ComplianceMaintain and update global employee relations frameworks, including safeguarding, grievance, and disciplinary policies.Ensure consistency and compliance with internal, donor, and legal requirements.Build capacity among managers and staff on safeguarding, conduct, and dispute resolution.Stay informed on Dutch and international labor law to ensure compliance.Systems & OversightMaintain accurate, confidential case records in compliance with GDPR.Provide insights and analysis on employee relations and safeguarding trends.Support audits and oversight reviews through accurate reporting and documentation.Keep SharePoint and other case management tools secure and updated.Coordination & ContributionPartner with HR leadership and country HR teams to ensure cohesion across employee relations systems.Provide technical support and mentoring to HR managers and focal points.Share lessons learned to strengthen HR practices and culture organization-wide.Key RequirementsEssentialMinimum 7 years of HR experience, including 3+ years in employee relations, safeguarding, or case management.Strong knowledge of employment law and safeguarding standards.Certified investigator (e.g., IQTS, SEAH).Proven experience managing sensitive cases and investigations.Policy development and implementation expertise.Excellent interpersonal, communication, and mediation skills.Fluent in English (spoken and written).DesirableLegal background or training in employment law or safeguarding.INGO/humanitarian sector experience.Working knowledge of French, Spanish, or Arabic.Familiarity with psychosocial support and duty of care frameworks.Core CompetenciesIntegrity – Acts with fairness, honesty, and discretion in handling sensitive issues.Accountability – Takes ownership of processes and outcomes with transparency and diligence.Communication – Builds trust through clear, respectful, and empathetic dialogue.Collaboration – Fosters partnership and alignment across HQ and field teams.Resilience – Maintains composure and professionalism in high-pressure or emotional situations.Cultural Awareness – Demonstrates sensitivity and adaptability in a diverse, international context.Analytical Approach – Identifies patterns, risks, and solutions with a structured and data-driven approach.Safeguarding Policy  INSO is fully committed to safe recruitment, selection and vetting of all potential new staff, trustees and volunteers and we will ensure rigorous compliance with our Code of Conduct and Safeguarding policy throughout the recruitment process.   Terms & Conditions Duty Station: The Hague, NetherlandsContract: Full-time, 12 months (renewable). Salary: €5688 per month, 8% vacation pay (vakentiegeld), 2.5 days annual leave per month.  This post is eligible for a Highly Skilled Migrant visa sponsorship and relocation allowance.
