Job Title: Head of NCHD Staff Office Department: Medical OfficeReports to: Director of Medical Office, Education & Research Overall objective of the position The Head of NCHD Staff Office & Medical Education is responsible for the strategic and operational running of the NCHD Office. This primarily involves the management and administration of all matters concerning the Non-Consultant Hospital Doctors (NCHD’s) and Interns. The role plays a key role within the hospital, aligning NCHD and Intern resources with the hospital’s clinical needs.The role holder will work to promote the attractiveness of Beacon Hospital for NCHDs and Interns, by ensuring that the office is well run, the benefits package is appropriate, the facilities are of a high standard, the educational/learning opportunities are excellent, and that the experience of working at Beacon Hospital is highly rewarding. The role is responsible for the generation of all policies & procedures related to NCHDs and Interns, ensuring compliance, and reporting compliance levels. Particular emphasis is placed on both JCI compliance and regulatory compliance.The role holder will provide oversight of the undergraduate and postgraduate Medical Education Programme working closely with the Clinical Tutors in the Academy and NCHD Education Facilitators in this regard, promoting excellence in teaching and learning.Key interactions are with: hospital clinical management, CEO’s office, department chairs, NCHD/Interns, UCD Beacon Academy staff, HR, third parties (locum & recruitment agencies, RCSI, other academic institutions etc), nursing and other departmental managers.Key Responsibilities and Deliverables Non-Consultants Hospital Doctors (NCHD) & Interns ·        Sourcing, recruiting, onboarding, rostering, training and development, performance appraisal and generally managing NCHD’s and Interns·        Provide a complete administrative service to support the efficient and effectiveness of the services provided by NCHDs. ·        Manage & oversee the day to day non-clinical operations for NCHDs & Interns including but not limited to: leave approval, time management processes and orientation, b-time clocking and payroll, workflow management and productivity review.·        Promote quality and patient safety through active participation and supporting NCHD involvement in Quality and Patient Safety Initiatives.·        Support the development of the Hospital as an academic affiliate and as a training facility.·        Continue to implement measures to save costs with particular regard to managing out of hours cover and overtime.·        Liaise with PSQI and appropriate consultants with regard to quality issues arising with NCHDs on the clinical side.·        Ensure hospitals policies and procedures pertaining to NCHDs/interns reflect those required by the Irish Medical Council and those of Joint Commission International as per Medical and Professional Education Standards·        Ensure that hospital insurers are fully informed of all staff to be insured, reporting as required and assisting with all queriesMedical Education·        General oversight of the Medical Education Programme (UG & PG) under the Beacon Academy in conjunction with the Clinical Tutors·        Provide guidance & support to the Clinical Tutors for the UG medical students·        Provide guidance & support to the NCHD Education Facilitators for the NCHD bi-weekly education programme delivered by Consultant and peer teaching.Staff Management·        Manage a small team within the NCHD Office, including but not limited to:·        B-Time Management·        Leave approval·        Setting goals and objectives (departmental & individual)·        Performance appraisal·        Training and development·        Motivation and setting positive culture·        Prioritisation of tasks and overseeing the quality of work done·        Continuous improvement Other duties·        Participate in weekly Patient Safety Review meeting and follow up, as well as committees, panels, teams or project groups throughout the hospital as required.
