ComReg OverviewThe Commission for Communications Regulation (ComReg) is the statutory body responsible for regulating electronic communications, postal and premium rate services in Ireland. We are a professional, multi-disciplinary organisation, operating in a dynamic communications environment that is constantly evolving.  Our vision is through effective and relevant regulation, to facilitate the development of a competitive communications sector in Ireland that attracts investment, encourages innovation and empowers consumers to choose and use communications services with confidence. We do so by setting rules to promote effective competition, upholding consumer rights, creating an environment that supports investment and innovation, and making sure that regulated entities comply with the rules.Government has additionally signalled its intention to expand the remit of ComReg by assigning it new roles in forthcoming legislation that will place obligations on ComReg to supervise a broader range of entities on the computing continuum for the purposes of compliance with the “NIS2” cybersecurity directive and the Critical Entities Resilience Directive. Division overview The Corporate Services Team The Corporate Services Division develops and implements corporate affairs and communications strategies designed to enhance our organisational performance and effectiveness. It is a key function, supporting all other Divisions across ComReg in the areas of Human Resources, Finance, Information Technology, Public Relations, and Facilities Management. As ComReg now evolves in regulatory remit and scale, the Director of Corporate Services will play a critical role in promoting considered but positive ways to evolve the necessary corresponding governance structures The role and responsibilities Reporting to the Commission, the Director of Corporate Services will have responsibility for the following business areas;• HR and Organisational Development• Finance and Procurement• Corporate Governance• IT• Corporate Communications, • Adjudication Function and • Facilities, Health & SafetyThe successful candidate will delegate appropriate responsibility for the provision of corporate services through five direct reports whilst retaining overall accountability for the delivery of areas under their remit. The role holder will need to driving positive change, excellence and innovation. • Able to provide a blend of strategic vision and hands-on execution.  The Corporate Service Director will be a member of ComReg’s Leadership Team and will play a pivotal role in advancing our mission and upholding our commitment to excellence, integrity, and regulatory compliance. Overall, the Division comprises of 30+ people and the Director, with this team, will deliver the following: - Finance, Procurement and Corporate Governance • Work closely with risk owners to identify and manage the status of risks and related mitigating actions, and report regularly to the Audit and Risk Committee on key strategic and organisational risks • Oversee financial planning, budgeting, and forecasting processes to ensure fiscal responsibility and sustainability. • Support the Head of Finance and Governance in ensuring appropriate controls and monitoring are in place to ensure regular and thorough internal audits are successfully completed.  • Oversee corporate governance frameworks and policies to ensure transparency, accountability, and compliance with regulatory requirements, including the Code of Practice for the Governance of State Bodies. • Provide support to the Audit and Risk Committee and engage with the Comptroller and Auditor General. • Provide guidance and support on corporate governance matters. • Oversee adherence to regulatory requirements, and best practices across all corporate service functions. • Overarching responsibility for data governance and compliance, including the implementation of freedom of information, data protection and protected disclosures.  Human Resources and Organisational Development • Oversee the development and implementation of HR strategies, strategic workforce planning, HR policies and programs, to attract, retain, and develop a diverse talent pool to meet the specialist and general needs of ComReg. • Ensure the Corporate Services functions are enabled to meet the challenges of the growing organisation including volume recruitment, integration and support of staff.  • Drive organisational policy and practices to deliver a diverse and inclusive workplace culture aligned with organizational and public sector values and meeting the regulatory environment working requirements. • Drive Leadership Team support for Employee Engagement Action Plan implementation. • Oversee adherence and governance around employment legislation, internal audit and public sector requirements.  Corporate Communications / Public Affairs • Cultivate strong relationships with internal and external stakeholders, including regulatory agencies, industry partners, and professional associations by overseeing the implementation of an effective external stakeholder communications program. • Represent the organization in relevant forums, conferences, and industry events to promote thought leadership and exchange best practices. • Collaborate cross-functionally to address stakeholder concerns, resolve conflicts, and achieve shared goals. • In conjunction with Public Affairs Management, have an insight into the impact of significant decisions by ComReg and provide direction in terms of the positioning and perception of related messages in the public domain and the overall development of ComReg’s public image. • Interface with Central Government (in particular the Department of Communications) on behalf of ComReg in regard to both resources and ComReg policy and also to support other activities such as requests based on the Freedom of Information Act, Data Protection and Parliamentary Questions etc. IT • Develop and execute IT strategies which identify opportunities to use technology to deliver business value and which are aligned with organizational objectives and regulatory standards. • Oversee IT infrastructure, systems, and cybersecurity strategic and operational measures to safeguard sensitive information and ensure operational continuity. • Drive digital transformation initiatives to enhance operational efficiency, data analytics, and stakeholder engagement.  Adjudication Function • Oversee the Adjudication Unit that provides support to ComReg’s independent Regulatory and Competition Adjudicators • Ensure that ComReg is meeting all its statutory obligations in respect of its adjudication functions. • Where appropriate, liaise with the Chief Adjudicators for regulatory adjudication and for competition adjudication. • Report on and represent the Adjudication Unit internally at the ComReg Leadership Team Facilities and Health & Safety • Provide Leadership sponsorship to the planning and supervising of any office layout and other building modification projects. • Act as Sustainability Champion, leading the Green team and ensuring ComReg meets all statutory compliance targets Qualifications and Experience required Essential • Bachelor's degree in Business Administration, Finance, Human Resources, Information Technology, or related field; Masters qualification preferred. • Proven experience (5 years) in senior leadership role/s overseeing corporate governance, finance, HR, and IT functions within a regulatory environment. • In-depth knowledge of regulatory compliance frameworks, industry regulations, and governance best practices. • Strong financial acumen, analytical skills, and proficiency in financial management systems. • Demonstrated ability to lead and inspire multidisciplinary teams, drive organizational change, and foster a culture of collaboration and innovation. • Excellent communication, interpersonal, and negotiation skills, with the ability to influence stakeholders at all levels. • Strategic mindset, with the ability to anticipate emerging trends, assess risks, and develop proactive strategies to address challenges. • An understanding of public sector management, corporate governance and its applicability to an organisation such as ComReg.Core Competencies &
