Deputy Finance Director

Summary: Performs supervisory, advanced professional, financial, and accounting work. Responsible for managing the daily operations of the City’s financial functions, and ensures financial operations are compliant with generally accepted accounting procedures, City's codes and ordinances, and state and federal requirements. Responsible for the maintenance and control of all financial records of the City, including the general ledger and balance sheet. Duties require in-depth knowledge of policies and procedures of all functional areas in government finance and utility billing, demonstrated proficiency in communicating professionally, and problem-solving. Employee exercises independent judgment and latitude within the framework of established policies and procedures.This position is eligible for a 9/80 working schedule, with every other Friday as a schedule day off. Working hours for this position are Monday to Thursday 7:30am - 5:30pm, Friday 8:00am - 5:00pm, with every other Friday off.Essential Job Functions: Analyzes financial transactions to assure conformity and compliance with the generally accepted accounting procedures and practices, as well as City codes, procedures, and ordinances.Prepares and performs journal entries in compliance with generally accepted accounting procedures for the monthly and annual preparation and publication of City financial statements.Prepares monthly bank reconciliations for review and approval by the Finance Director.Prepares and interprets various analyses for review and conveyance with Finance Director, City Manager, and other departments.Prepares monthly variance reports for distribution both internally and externally.Supervises the functions of payables, receivables, payroll, and utility billing; evaluates employee performance, counsels employees, and effectively recommends initial disciplinary action; participates in selection and/or promotion of employees; and trains staff in work procedures.Resolves customer and vendor issues and complaints that are escalated; meets with customers and vendors to address complaints and concerns.Coordinates work with information technology personnel regarding payables, receivables, payroll, and utility billing software; participates in program development and modifications as well as implementation of new systems.Coordinates and assists with year-end closing activity including the annual audit, Annual Comprehensive Financial Report (ACFR), and the State of Florida annual financial report.Coordinates the preparation and management of the City’s annual budget and 5-year financial plan.Manages the fixed asset accounting functions.Coordinates with grant liaisons to maintain reports for grant accounting, monitoring, and reporting; assists with Federal, State, and Statistical Single Audits.Responsible for special projects and providing expertise within a functional area that may require knowledge of and interaction with other City departments to provide quality service delivery.Gathers, evaluates, and analyzes data relating to operations, practices, techniques, and other areas of critical concern.Provides internal control for assigned function; reviews, recommends, and implements approved internal controls, office procedures, and related systems in accordance with resolutions, ordinances, and established policy; resolves discrepancies and recommends procedural changes to promote accuracy and/or internal controls.Maintains various financial records and assists with administration of records retention and destruction policies and procedures for the department.Prepares written reports to other departments, City Manager, City Council, and other outside agencies and consultants; makes oral presentations at City Council and other public meetings as needed.Assists in researching, developing, administering, and maintaining policy and procedures within the department to further increase efficiency and service.Coordinates services and needs with other departments; performs independent and group project work as necessary.Marginal Duties and Responsibilities: May serve as a representative on various City projects, committees, and special events as necessary.In the temporary absence of the Finance Director, may function as acting Finance Director.Other duties as assigned. Supervisory Responsibilities: Manages subordinate professional and office staff; is responsible for overall direction, coordination, and evaluation of assigned personnel.Carries out supervisory responsibilities in accordance with the City’s policies and applicable laws.Responsibilities include interviewing and training employees; planning, assigning, and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems. Education and/or Experience: Graduation from an accredited college or university with a Bachelor’s Degree in accounting, finance, or closely related field. A CGFO and or CPFO or capacity and willingness to sit for exam(s) preferred. A comparable amount of training, education or experience can be substituted for the minimum qualifications.Four (4) years of successful accounting experience with at least three (3) years in municipal accounting and two (2) years in a supervisory capacity. Qualification Requirements:             To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
