Deputy Development Services Director

The City of Orange City is seeking a Deputy Development Services Director following the retirement of the Department Director after nine years of building and leading an highly regarded and recognized department, and the subsequent promotion of the previous Deputy Director. Eligible candidates should demonstrate a background of proven success in municipal planning & zoning, building, land use, permitting, historic preservation, and CRA management.A comprehensive recruitment flier can be found through this link.The immediate responsibilities of that the Deputy Development Services Director will assume include:Manages and coordinates the Building Division services contract for seamless permitting reviewManages and coordinates the Planning Division permitting, land development and planning application review process and procedures Special project manager responsibilities as assignedCoordinates staff liaisons to the Planning Commission and Historic Preservation BoardAssists in administration of the City's Comprehensive PlanAssists in coordination and oversight of the Technical Review CommitteeInteracts and communicates with the City Manager, City Council members, Advisory BoardMembers, committee members, departmental supervisors and employees, co-workers, other government agencies and external organizations, County personnel, elected officials, news media, Chamber of Commerce and the general publicImplements and enforces the City's Land Development Code and environmental issuesParticipates in the formulation of long and short-term goals, planning, development and annexation for the City, as assignedParticipates in the preparation and monitoring of the department operating and capital budgets; monitors and controls revenues and expenditures based on established procedures; procures supplies and equipment within budget allocationsPrepares agenda items and makes presentations to the City Council and various boardsPrepares revisions and/or additions to the City Code of Ordinances, including the Comprehensive Plan and development regulations as appropriateRequired Education and Experience·        Bachelor’s Degree in Public Administration, Urban or Regional Planning or another related field·        A minimum of four (4) to six (6) years of progressively responsible experience in the field of technical or administrative planning capacity·        A comparable amount of training, education or experience may be substituted for the minimum qualificationsCompensation and BenefitsThe salary range for the Deputy Directory Development Services is $86,160.77 to $119,418.83, a competitive health and medical benefits package, membership in the Florida Retirement System (FRS), 4 weeks of paid time off (PTO) accrued per fiscal year, with no annual rollover limit and no accumulation cap, and accrual increases every 5 years. The Deputy Development Services Director is offered an optional "9/80" work week, where the incumbent works 7:30am - 5:30pm Monday through Thursday, 8:00am through 5:00pm every other Friday, with the opposite Friday as a scheduled day off.First review of applications occurs on May 15, 2025.
