Data Governance ManagerWe have an exciting opportunity in the Information Technology Department, which lies within the Corporate Services Directorate. The successful candidate will report into the Chief Information Officer.THE ROLE PROFILEThis position will play a key role in the above Department. The successful candidate will join an enthusiastic and innovative team who are committed to the high-quality delivery of SEAI’s data governance. This position will play a key role in the Corporate Services Department. The Data Governance Manager position will play a key role in the design, management and delivery of the data governance functions. The position provides an opportunity to be at the forefront of SEAI’s intention to be a key industry-leading organisation in the discipline of data management and data governance. KEY RESPONSIBILITES The responsibilities of the Programme Manager outlined in this job description are indicative of the currently envisaged scope and may be added to or altered as required, in line with the requirement of SEAI across Business Units/Department. They will include, but not limited to, the following:Formulate and implement an organisation-wide data strategy that aligns with Governmental goals.Ensure organisational compliance with SEAI data standards, including fulfilling the role of Data Officer under the Data and Governance Act 2019.Collaborate with expert consultants to develop and implement an effective Data Governance Framework Roadmap.Lead the design of a common data infrastructure to enhance data analysis and reporting efficiency.Integrate data standards and structures into emerging technologies and initiatives.Support information compliance to oversee, maintain, and regularly update the Data Register.Evaluate database changes, analyse system performance, and provide recommendations for hardware, software, and data storage enhancements.Support a data quality program, encompassing policy and procedure development, with a focus on operational efficiency through data quality and standardization.Establish a data skills program to first inform, and then evaluate the organisation’s data literacy and data analytics capabilitiesLead the Data Governance Committee, and its supporting working groups and report findings to IT Steering Committee and other Board committees  KEY KNOWLEDGE AND SKILLSThe knowledge and skills required include but are not limited to the following: Proven experience in crafting, implementing, and overseeing data management disciplines including technical database administration.A comprehensive grasp of data management across its entire lifecycle, from data acquisition to archiving or deletion.Demonstrated leadership and expertise in at least five of the following domains: Data governance, Data quality, Enterprise data strategy, Enterprise data architecture, Master data management, Metadata design, Data Quality & Data Security.Experience in partnering with business stakeholders to comprehend and translate their data management needsAbility to work seamlessly as part of a team as well as independently as a self-starterProven communication skills, both verbally and in writing.An aptitude for organising, prioritising, and allocating tasks in a fast-paced work environment characterised by multiple departmental demandsAnalytical thinking and problem-solving abilitiesESSENTIAL REQUIREMENTS The successful candidate must be able to demonstrate:A minimum Level 8 degree (NFQ) or equivalent in a relevant discipline, featuring a numerate component, e.g., Statistics, Mathematics, Computer Science, Data Science/Data Analytics.A minimum of 5 years’ experience in Information Management or Data Governance.Delivering under tight deadlines and experience in managing multiple stakeholders within a high-pressure working environment.A quality-first focused approach.Exceptional interpersonal and communication skills.The ability to cultivate strong working relationships.DESIRABLE REQUIREMENTSProficiency in leading Business Intelligence suites such as MS Power BI/Tableau.Knowledge of enterprise architecture and software design principles.Statistical data analysis and data visualisation.Familiarity with the Irish Public Sector, particularly procurement regulations.Eligibility to Work: Eligibility to Work: The SEAI has a legal obligation to ensure that all employees are lawfully entitled to work in Ireland.
