We are a professional, multi-disciplinary organisation, operating in a dynamic telecommunications environment that is constantly evolving. Our Mission - at the heart of everything we do - is to facilitate the development of a competitive communications sector in Ireland that attracts investment, encourages innovation and empowers consumers to choose and use communications services with confidence.Team Overview Reporting to the Head of Data Strategy and Analytics, the Data Analyst will assist in the analysis of wide range of data analytics and data governance activities relevant to ComReg. The Data Analyst will act as a Subject Matter Expert on key data analytics tools, employed by Comreg, in order to help evangelise and showcase the potential of these tools as well as supporting the various divisions within ComReg as required. The Data Analyst will help the team raise the overall data literacy within ComReg, by sharing best practice applications and showcasing the benefits of data insights and customer impact. Data analysis performed should assist all divisions responsible for making informed decisions relating to policy and regulatory compliance.  The role and responsibilities The Data Analyst will have a deep appreciation and understanding of a range of analytic tools, demonstrate insatiable curiosity with data and the ability to communicate through means of data visualisation, documentation and verbally the insights exposed by data analytics. Additionally, this candidate will demonstrate adaptability and an eager appetite to learn new techniques and applications, continually optimise and seek efficiencies in how data is managed and governed. A strong understanding of AI and ML concepts and experience working on automated process with data is also desirable. The data analyst will be passionate about extracting insight from the data assets available within ComReg in order to serve its public mandate. They will:• Deliver high quality data analytic insights, involving the use of quantitative analysis techniques, policy analysis, data collection and analytics, document reviews and presentations; • Lead the planning and implementation of various projects, including developing project plans, monitoring project progress and updating with project stakeholders; • Support various projects by contributing to various organisation-level decision making, primarily by participating in cross-Divisional projects as required. • Help optimise data governance policies and supporting documentation, data catalogue maintenance, data dictionaries and other supporting process and policy documents relating to the effective management of data within Comreg; • Ensure appropriate processes are in place for data collection, validation, analysis and reporting in line with ComReg’s various data standards and policies. • Provide guidance, support and assistance to other business teams in developing appropriate analysis and analytical capabilities for decision making;  • Work closely with IT as Comreg’s data custodians, to ensure that Comreg staff are familiar with data governance policies and to ensure safeguarding of ComReg’s data assets. • Help raise the level of data literacy throughout Comreg, helping to show-case good practice and innovative use of data analytics and helping to demo new initiatives providing insights and increased efficiency. • Additionally, the Analyst will play a key role in supporting the Director of Strategy and Economics in meeting the objectives of the function. Qualifications and Experience required Essential• Third level qualification with a significant quantitative component (e.g. economics, finance, statistics, IT, data analytics or other equivalent qualification). • Significant post-graduate work experience, including experience working with data in a multidisciplinary environment. • Excellent qualitative and quantitative analytical abilities, including the ability to make reasoned judgements based on available information. • Proven experience in project/programme management and in managing the delivery of complex projects, in an individual and team capacity. • Ability to effectively manage own work plans and develop and agree project plans for small to medium size data and policy related projects. • Excellent analytical and problem-solving skills, with a solid practical background in the application of quantitative and qualitative analysis within a regulatory and/or business environment. • Experience working with Data Analytics or Business Intelligence platforms or tools (ie Power BI, ARC GIS, R Studio, other). • Exposure to AI and ML analytics Desirable • Experience in designing and developing data collection, validation and analysis processes based on agreed organisation standards and policies. • Experience of working in the telecommunications or similarly regulated industry, whether in a governmental organisation, consultancy or corporate entity. • Familiarity with electronic communications, broadcasting and technology sectors and the national/EU legal framework under which ComReg operates. • Excellent presentation skills. • A specific project management qualification (e.g. Scrum, Prince2, PMP or Agile) , or equivalent. Core Competencies & Skills for the Role In addition to your technical qualifications and experience, you will bring professional competencies and skills in the following core areas:• Analytical & Critical Thinking: Objectively analyses and evaluates information in order to identify patterns between situations that are not obviously related. Develops and clearly articulates solutions to complex problems. • Communicating & Influencing: Communicates clearly, confidently and respectfully.
