To oversee the management of resources including staffing and staff development. To facilitate communication across the healthcare teams.·      You must practice within the Codes of Practice, Rules and Guidelines set out by the Nursing and Midwifery board of Ireland (NMBI) and comply with the policies and procedures of Blackrock Clinic.·      Personally, and professionally, you are accountable to the patient. You are personally accountable for your own actions at all times.·      Key relationships: DON, ADON team, CNM2/CNM1 to ensure the delivery of safe person-centred care in consultation with key stakeholders of the multidisciplinary team. THE DEPARTMENTThe Blackrock Clinic, Blackrock Health Intensive Care Unit provides 24hour, seven-days per week care, to critically unwell patients. Blackrock Clinic is aligned with the model of care for Adult Critical Care under the Governance of the Anaesthesiology Department.·      As a 12 bedded ICU, we provide 24/7 level 3 & level 2 models of critical care to adults & specific adolescents requiring spinal surgery·      The predominant discipline: elective cardio-thoracic surgery·      Level 3- Scheduled & non-scheduled patients requiring advanced respiratory interventions, support of 2 or more organs, CRT, high dose vasopressors.·      Patient to Nurse ratio 1:1 CNM (24/7), CNS /CNF·      Level 2- Scheduled & non-scheduled  patients requiring non- invasive respiratory support, single organ failure & those at risk of acute deterioration.·      Patient to Nurse ratio 2:1, CNM (24/7), CNS/CNF QUALIFICATIONS·      Registered in the relevant division of the Register of Nurses & Midwives maintained by the Nursing and Midwifery Board of Ireland·      Have at least 5 years post registration full time (or an aggregate of 5 years post registration full time) experience of which 2 years (or an aggregate of 2 years post registration full time experience) must be in the speciality of Intensive Care or related area.·      Have the clinical, managerial and administrative capacity to properly discharge the functions of the role.·      Evidence of continuous, personal & professional development.·      Must possess the requisite knowledge and ability including a high standard of suitability and clinical, managerial and administrative capacity to properly discharge the functions of the role.·      Evidence of ongoing professional development. Makes a positive case for change; supports and monitors the implementation of change.·      Demonstrate the ability to lead on service quality and participate in the service planning and development process.·      Shows sound professional judgement in decision-making; applies research findings to improve nursing practice and processes.·      Demonstrates resilience and composure in dealing with situations. KEY RESPONSIBILITIES1.           Professional / Clinical·      Provide a high level of professional and clinical leadership.·      Provide safe, comprehensive nursing care to service users according to the Code of Professional Conduct as laid down by the Bord Altranais agus Cnáimhseachais na hÉireann (Nursing Midwifery Board Ireland) and Professional Clinical GuidelinesThe Manager will practice nursing according to:o  Professional Clinical Guidelineso  National guidelineso  Local policies, protocols and guidelineso  Current legislation 1.1       Manage, monitor and evaluate professional and clinical standards ensuring an evidence based, care planning approach.1.2      Manage own caseload in accordance with the needs of the post.1.3      Participate in teams as appropriate, communicating and working in co-operation with other team members.1.4     Facilitate co-ordination, co-operation and liaison across healthcare teams and programmes.1.5      Collaborate with service users, family, carers and other staff in treatment / care planning and in the provision of support and advice.1.6      Communicate results of assessments, treatment / care programmes and recommendations to the team and relevant others in accordance with service policy / as required.1.7      Formulate, manage and implement best practice policies and procedures.1.8      Ensure that service users and others are treated with dignity and respect.1.9      Ensure the maintenance of nursing records in accordance with local service and professional standards.1.10 Adhere to and contribute to the development and maintenance of nursing standards, protocols and guidelines consistent with the highest standards of patient care.1.11   Evaluate and manage the implementation of best practice policy and procedures e.g. admission and discharge procedures, control and usage of stocks and equipment, grievance and disciplinary procedures.1.12  Maintain professional standards in relation to confidentiality, ethics and legislation.1.13  In consultation with other disciplines, implement and assess quality management programmes as appropriate.1.14  Participate in clinical audit as required and ensure that clinical audits are performed in his/her area(s) of responsibility.1.15  Initiate and participate in research studies as appropriate.1.16  Devise and implement Health Promotion Programmes for service users as relevant to the1.17  cases or issues that prove to be beyond the scope of his / her professional competence in line with principles of best practice and clinical governance.1.18  Ensure staff work in compliance with the Scope of Practice.  2.      Health & Safety2.1      Ensure that effective safety procedures are developed and managed to comply with statutory obligations, in conjunction with relevant staff e.g. health and safety procedures, emergency procedures.2.2     Take appropriate action on any matter identified as being detrimental to staff and/or service user care or well-being / may be inhibiting the efficient provision of care.2.3     Ensure adherence to established policies and procedures e.g. health and safety, infection control, storage and use of controlled drugs etc.2.4    Ensure completion of incident / near miss forms.2.5     Adequately identifies, assesses, manages and monitors risk within their area of responsibility.2.6    Maintain a feedback mechanism with the clinical risk manager and report to senior management team where appropriate.2.7     Ensure adherence to department policies in relation to the care and safety of any equipment supplied for the fulfilment of duty. Ensure advice of relevant stakeholders is sought prior to procurement e.g. CNS infection control, Occupational Therapist.2.8    Have a working knowledge of the Health Information and Quality Authority (HIQA) Standards as they apply to the role for example, Standards for Healthcare, National Standards for the Prevention and Control of Healthcare Associated Infections, Hygiene Standards etc. and comply with associated Blackrock Clinic protocols for implementing and maintaining these standards as appropriate to the role. 3.       Education3.1      Facilitate & promote educational & support programmes in conjunction with CNS & CNF.3.2     Contribute to service development through appropriate continuous education, research initiatives, keeping up to date with nursing literature, recent nursing research and new developments in nursing management, education and practice and attend staff study days as considered appropriate.3.3      Participate in the identification, development and delivery of induction, education, training and development programmes for nursing and non-nursing staff.3.4     Provide support supervision and professional development of appropriate staff. 4.      Management4.1     Exercise authority and co-ordinate the functions of the assigned area(s).4.2    Engage with the wider healthcare team and facilitate team building.4.3     Facilitate communication at ward and departmental level and within the senior nurse/midwife team.4.4    Promote a culture that values diversity and respect in the workplace.4.5     Manage and promote liaisons with internal / external bodies as appropriate e.g. intra- hospital service, the community, voluntary organisations.4.6    Contribute to the strategic management and planning process.4.7     Formulate service plans and budgets in co-operation with the wider healthcare team.4.8    Lead on practice development within the clinical area. Manage resources, includingstaff, efficiently and effectively to ensure the highest standards of service.4.9    Manage and evaluate the implementation of the service plan and budget.4.10 Develop and manage departmental and nursing policy with a particular emphasis on change management.
